JV Ejercito files infra dev’t master plan bill, amendments to Doble Plaka Law and UHC Law

Senator Joseph Victor “JV” Ejercito on
Wednesday, July filed his priority bills for the 19th Congress, including a
proposal to create a comprehensive infrastructure development master plan, one
of his campaign promises.
“The first ten priority bills will be a
fulfillment of our commitment. Number one, of course, isa talaga ‘to sa mga
advocacy ko, yung the Comprehensive Infrastructure Development Master Plan,
that includes of course, transportation modernization, railway systems, ports,
modernization of airports, so that these will stimulate economic growth and
spread out development all over the provinces, di lang sa Metro Manila,” he
said.
Ejercito filed a bill seeking to amend
Republic Act No. 11235 or the “Motorcycle Crime Prevention Act.” More popularly
known as the “Doble Plaka Law,” it requires motorists to install large license
plates in front of their motorcycles to make it easier for law enforcers to
identify suspects of motorcycle-related crimes.
He is proposing the replacement of this
approach with a radio-frequency identification (RFID) scanner system for
motorists.
“Two birds, one stone. Wala na yung plaka sa
harapan. Magiging convenient (sa riders). Mababawasan ang discrimination sa mga
riders. At siyempre, sa kapulisan, magiging maginhawa na ang kanilang trabaho,”
he said.
“Yung kanilang mataas na penalties o fines, we
will amend that to a more just and reasonable amount,” he added.
Moreover, Ejercito also filed an amendment to
the Universal Healthcare (UHC) Law, seeking to adjust current PhilHealth
premium contribution schemes in response to the country’s ongoing economic
woes.
In previous interviews, he called on
PhilHealth to defer premium hikes scheduled for this year and request instead
for supplemental funding for the full implementation of the UHC Law.
“Di naman natin aakalain na tatama ang
COVID-19, ang pandemic. Ang buong bansa, ang buong mundo ay nagulantang at
nagkaproblema. We need to adapt to the situation. So, we will adjust
accordingly para di naman maging pahirap. Ang gusto natin guminhawa ang buhay
ng ating mga kababayan,” he said.
