JV Ejercito pushes lower UHC premiums as Senate resumes session

As the Senate resumes its plenary session today, June 2, ahead of the 19th Congress’ adjournment later this month, Senate Deputy Majority Leader Joseph Victor 'JV' Ejercito is pushing for a reduction in premium contribution rates for Philippine Health Insurance Corp. (PhilHealth) members through Senate Bill No. 2620.

Ejercito has formally written Malacañang to seek President Bongbong Marcos’ support for the proposed amendments to Republic Act No. 11223, or the Universal Health Care (UHC) Act.

In a letter sent to the President, Ejercito, principal sponsor of the UHC Act, reaffirmed his commitment to expanding access to health services and easing the financial burden on millions of Filipinos, through SBN 2620.

“While certain provisions remain subject to reconciliation during the bicameral conference committee, I wish to underscore the Senate's strong support, under the chairmanship of this representation,” the letter read.

The lawmaker from San Juan expressed confidence that the enrolled bill would reach the President’s desk before Congress adjourns sine die on June 11.

“Habang nagpapatuloy ang mga usaping may kinalaman sa impeachment, nananatili tayong naka-focus sa mga repormang makakapagbigay kaginhawaan sa ating mga kababayan. Isa dito 'yung mas mababang Phihealth premium contribution,” Ejercito said.

“Hangad ko na maipasa na natin ngayong 19th Congress ang amendments sa UHC Act para hindi na maantala pa at maulit muli ang mga debate sa susunod na Kongreso,” he added.

Before the session break in February, the Senate already passed the amendments to the UHC law on third reading. In addition, the measure was among the Marcos administration’s list of LEDAC priority bills.

Other provision in the proposed amendments also include granting the President authority to suspend premium hikes during national emergencies, public health crises, or natural calamities.

“These reforms are not just policy adjustments, they are lifelines,” Ejercito emphasized. “This is about making health care more affordable and accessible, especially when people need it most.”

As the impeachment complaint continues to dominate headlines, Ejercito called on fellow lawmakers to remain committed to legislative work that serves the nation’s long-term interests.
