‘Promise Fulfilled’: Ejercito’s Amendments to ‘Doble Plaka’ Now a Law

After almost three years of pushing for reforms, the bill amending the Motorcycle Crime Prevention Act (RA 11235), or also known as the “Doble Plaka Law,” has finally been signed into law.

Republic Act No. 12209, which rationalizes the safety measures and penalties under RA 11235, removes the controversial front metal plate requirement and introduces more reasonable penalties—addressing what many in the riding community viewed as unjust and discriminatory provisions.

“A hard-fought win for our motorcycle-riding community, and a promise I made that is now fulfilled,” said Senior Deputy Majority Leader Joseph Victor “JV” Ejercito, principal author of the newly enacted law. 

This measure was among Ejercito’s key campaign promises during the 2022 senatorial elections and has been one of his priority legislations in the Senate.

“With this new law, wala na ang dobleng plaka requirement na hindi naman praktikal at delikado pa para sa ilang motor,” he added.

Instead of the front metal plate, Ejercito emphasized the implementation of improved registration and identification systems in partnership with the Land Transportation Office (LTO) and other concerned agencies.

“This new law is about fairness and common sense. Masisiguro pa rin ang seguridad ng publiko, pero hindi sa kapinsalaan ng mga inosenteng rider.”

Ejercito also pointed out the long-standing issue of motorcycle plate number delays.

He added: “This law will help solve the more than 10 million plate number backlog. Eh hindi na nga ma-supply ang plate numbers, dodoblehin pa sana ng front plate requirement.”

“It’s better for peace and order that every motorcycle has one clear and accountable plate number.”

He also extended his heartfelt thanks to his colleagues in the Senate, rider organizations, and other stakeholders who supported the reform.

“This is a victory for every hardworking Filipino on two wheels. Patunay ito na may saysay ang ating boses. Sa daan man o sa batas—kasama n’yo ako!”
