Statement on the EDSA rehabilitation project

I am just wondering if the departments and agencies concerned did an economic impact assessment on the total EDSA rehabilitation.
Might be more detrimental than beneficial in the short term.
My proposal is to do the total EDSA rehabilitation project once the North-South Commuter Line and the Metro Manila Subway System are operational already.
This way, movement of people would be easier when the two railway lines are already operating, possibly reducing volume of cars.
With the current situation, with the volume of cars and motorcycles that will be banned on overpasses and underpasses, NCAP initial implementation, VIP convoys that snarl traffic flow, these are ingredients for a hellish situation in the Metro.
Hindi ito magiging magulo, SOBRANG GULO!
